Path of Exile 2 Act 3 takes place on the Aggorat, Vaal Tribe. Aggorat is located near Utzaal Outskirts showed in Expedition Site.
Act Three introduces some new gameplay mechanics, letting you corrupt your equipped items with Vaal magic to perhaps open up gem slots in them, letting you tweak their stats futher with special blood crystals.
